Safer Recruitment - Clearing and Vetting


Aurelia Education is an employment business supplying temporary workers to work within the education sector. We have thorough vetting procedures before we can consider them for any placement or assignment with our clients and this policy sets out our commitment to comply with the highest standards at each stage of the recruitment process.

Our processes are compliant with relevant legislation and the Department for Education’s statutory guidance: Keeping Children Safe in Education. We ensure our temporary workers remain compliant throughout their time with Aurelia Education by undertaking the checks set out in this policy. 

We have processes in place whereby we obtain feedback from our clients once placements are made.

 

 

  1. Interviews

  • All candidates are interviewed with standard relevant questions by a trained Aurelia consultant.

  • At the interview stage, identification is verified with photo ID 

  • Full CV History is obtained and discussed, including roles outside of teaching and any breaks or gaps in employment.

 

2. Application

  • All candidates confirm in writing that they have read part 1 of the DfE guidance Keeping Children Safe in Education and if required complete a Childcare Disqualification Declaration in line with the Childcare Act 2006.

 

3. References

  • In accordance with Regulation 22 of the Conduct of Employment Agencies and Employment Businesses Regulations 2003 (and the terms of the Crown Commercial Service (CCS) Framework), we require (at least) two verified references that must cover the previous two years of employment for all work seekers

  • We will take up a reference from the most recent employer.  If this is not related to working with children a further reference from their last experience working with children will be required. 

 

4. Overseas Police Check

  • All work seekers who have lived and worked in a single overseas country for more than six months in the last five years must provide an overseas police check 

  • If the work seeker is unable to provide a police check from the relevant country we will not proceed with the registration of the work seeker.

 

5. ID checks and proof of address

  • At the interview stage, identification is verified with photo ID (passport/License)

  • We see POA as a part of the DBS process.

  • if given two documents which have different names, we will ask for a further document to explain the reason for this. The further document could be a marriage certificate, a divorce decree absolute, a deed poll or a statutory declaration.

 

6. Disclosure and Barring Service and Update Service checks

  • All candidates will apply for an Enhanced DBS with Children's Barred List being checked. We expect our candidates to register their Enhanced DBS certificate to the DBS Update Service and carry out regular status checks.  If a candidate already holds a valid Enhanced DBS with the update service, we will view the original hardcopy and check the update service.  Proof of address is checked at this point.

  • Aurelia will sight the original DBS document and take a photograph/copy for our records.

7. Teacher Regulation Agency / Education Workforce Council (Wales)

  • Aurelia Education will undertake checks directly via the Teacher Regulation Authority (TRA), or in Wales, the Education Workforce Council (EWC) to check a teachers UK qualified teacher status to ensure that qualification certificates are genuine and that there are no prohibitions imposed against the work seeker.  We will retain a screen print on the teacher’s file as a record of these checks.

  • Additionally, we will undertake a check for all non-teaching support staff to ensure that there are no prohibitions or restrictions.  A record of this check will be noted on the work seeker’s file.  If a prohibition or restriction is imposed, we will retain a screen print.

8. Qualifications

  • Original qualifications or transcripts are sighted.  These could be provided as hardcopy or online check.  Teaching license can additionally be sighted and qualifications may also be verified with the awarding bodies if required.

  • All teachers are required to apply for QTS.  In order to obtain QTS, a candidate will require a Letter of Professional Standing issued by the professional regulating authority from the country in which they worked, as required by teachers who have worked outside the UK, as of 1 January 2021.  

  • Wherever possible we will work with schools and ECTs/NQTs to find suitable induction placements.  In England, an ECT is required to complete 6 full school terms.  In Wales NQTs must complete 3 school terms but this can be done by working 380 sessions (a session is equivalent to either a morning or afternoon of teaching).

 

9. Right to work checks

  • Aurelia Education conducts right to work checks on every work seeker we intend to supply to our clients to comply with immigration and equality law. We will conduct a physical document check for UK Passport holders or an online check for Visa holders with access to a BRP card to establish a candidate's right to work. Where a right to work check is conducted using the online service, the information is provided in real-time, directly from Home Office systems.

  • We hold the vignette whilst awaiting the BRP / online verification.

 

10. Fitness to Teach

  •  To ensure compliance with the Education (Health Standards) (England) Regulations 2002, Aurelia Education has the candidate declare they are medically fit to teach.

 

11. Continued suitability

  • In order to ensure that all work seekers registered with Aurelia Education meet safeguarding and suitability requirements on an ongoing basis, at least once a year we will conduct status and Teacher Regulation Authority/Education Workforce Council checks (subject to any shorter period imposed by a client).

  • Update service is check at least once a year

  • LT reference is requested from the Client

  • Where a work seeker has not worked with us for a period of three to six months, we will conduct status and Teacher Regulation Authority/Education Workforce Council checks and obtain additional reference/s to cover the period in question.  

  • Where a work-seeker has not worked with us for over six months the registration process will be repeated in full.
